Europe experienced widespread relief on Monday, as the diplomatic emergency triggered by the presentation of a new 28-point plan for resolving the conflict appeared – momentarily – to have been stabilised. A Washington representative spoke of "notable headway" after diplomatic discussions in Geneva. On Monday night, Russian leadership made its response: an extensive attack of rocket attacks on Kyiv.
The Rhythm of Peace Talks and Military Action
The succession of opposing developments captured the grim essence of the current period. By day, negotiation efforts are waged: optimistic declarations are released from different nations. Significant resources is devoted on containing specific proposals. By night, the Kremlin clearly shows the world that, for them, conflict continues to be the key method for achieving "resolution".
Nighttime Reality
As the offensive progressed into the early hours of Tuesday, the present situation of Ukraine's vulnerability was laid bare. Ukraine is capable of detecting rocket firings from enemy soil, a ability afforded by up-to-date information. From observation points, Ukrainian air force fighter jets that had been scrambled to engage hostile guided weapons streaked across the sky – modern combat jets provided to Ukraine by NATO members.
Soon thereafter, Kyiv's anti-aircraft weapons engaged: defensive missiles deployed against a Russian ballistic missile. This was a modern interception technology at work, most likely supplied through Western nations. Every deployment shakes the surroundings, causing tremors. The instant of fear quickly becomes grim resignation: maybe the hostile projectile won't strike its target this time, preventing destruction from devastation and another blackout.
Continuous Dangers
Soon after, a automatic firearm fired at a unmanned aircraft close by, part of a rapid response unit – most likely imported technology. Sadly, the bullets missed the opposing UAV – it pressed on overhead toward its target.
Intermittently, this continued until dawn. Kyiv awoke to the morning news: multiple fatalities, damage and heating outages in multiple buildings as a result of the nocturnal offensive. As typically, everyone still continued their routines – living the war. But those 24 hours encapsulated Ukraine's critical military reliance on external assistance – a need that neighboring countries are evidently unprepared to substitute in the immediate future.
Ineffective Peace Efforts
The comprehensive proposal from American leadership provoked deep reactions, discussion and deep concern – and momentarily shifted focus from Ukraine's major integrity crisis in years. Yet, we have experienced comparable situations, after earlier high-level meetings and international summits.
Every new proposal from American administration follows the consistent cycle: a political offensive against Ukraine, which Kyiv, with partner nations, effectively counters. They manage the tension but never actually secure success. This pattern will, undoubtedly, continue.
Strategic Calculations
It is tempting to accuse certain parties of repeatedly advocating Russian terms. But that does not seem to be the entire situation. American leadership functions according to a premise understood by international relations experts: you cannot secure via talks what you have been unable to protect through force. The American government believes that it is impossible to compel Moscow to abandon the territory that it presently holds in Ukraine's south or east.
The challenge is that while acknowledging this situation, American administration does minimal to deter Moscow, through words or deeds, from assuming that the situation will not shift further in its advantage in the months ahead.
Conflicting Perspectives
Therefore, Russian leadership is convinced that time is on his side – that Ukraine and its supporters are approaching exhaustion. Their incentive to agree to terms that does not give them the largest achievable advantage is close to zero. There may be many attempts to achieve ceasefire, but they will carry on as long as Russia's leadership remains highly assured in the outcome.
On the contrary, Ukraine's government believes that Ukraine can still hold out, gradually sacrificing people and territory but avoiding a complete military breakdown until situations evolve in its advantage.
Present Conditions
Factually, there are no genuine requirements for a ceasefire. Now, personal considerations are becoming relevant: personal goals to mediate resolution and achieve global acclaim, and Ukrainian leadership's double obstacles – on one hand, not to distance important partners, and on the other, to unite the population around the national cause against any initiative Kyiv finds unacceptable, so that their attention does not shift toward domestic problems. And although their task will now be much harder after recent developments, it remains quite doubtful that this will alter their fundamental strategy.
These two forces are guiding negotiations.
Summary and Prospects
It took a mere seven days to eliminate the suggested clauses of the current initiative. Forceful and unpredictable management of the matter by Washington, resistance by Ukraine and the remaining European nations, along with soothing efforts of negotiators, and finally, recent disclosures, all achieved their purpose.
While new plans based on old ideas are imminent, Kyiv, London and other European capitals should arrive at a critical understanding: Ukraine and Europe will only be able to resist diplomatic offensives from Washington that are based on Russian demands and reflect specific hesitation to modify developments, if they remain united and strengthen their defence capabilities at a significantly accelerated rate. If they do, neither external pressure nor military threats will be able to overcome them. In the meantime, Ukraine's capacity to defend against evening bombardments will, for the predictable period, mainly require continued Western support.
